The growth of Skype’s population which is a well-known IP telephony service, in Russian can be reduced. The Russian Union of Industrialists and Entrepreneurs (RUIE) would like to provide amendments administering the work of this market section. Moreover, it is said that the restrictions are meant to protect Russian mobile network operators’ business.
On the 21st of July, the RUIE commission dealing with informational technologies and telecommunication commented on IP telephony market. The representatives of the telecommunication companies tell that, for example,, that the secret services are not able to tap voice calls via Skype.
The RUIE press release dealing with the decisions of the commission seminar forecasts that by 2012 IP telephony which which is out of the government control will occupy almost half of the traffic. This will always lead to anxiety over safetyissues”. The announcement also says that “the majority of the telecommunication operators working in Russia such as Skype and ICQ are foreign-based. That’s why Russian telecommunication business’ interests are to be protected”.
The RUIE proclamation also points out that today none of the 182 countries controls the IP telephony business this way. Still, finally the participants of the meeting came to conclusion that, after all, the Russian business and, moreover, the state itself have to “come to terms” with this service.
Generally, mobile companies are opposed to the IP telephony because this software allows people to pay a good deal less than while using standard mobile services. Vitaliy Kotov, the chief vice-president of the company “TransTeleCom”, states that the IP telephony services cost 1,5-2 times less than the standard mobile operators do while part of the services are absolutely free.
